Your proposal idea sounds charming! I love the Storybook Land Canal Boats in Fantasyland at Disneyland Park. I can just imagine that it's the perfect spontaneous spot for you to ask your lovely girlfriend to spend the rest of her life with you.
California Proposals are a romantic classic, especially in a nostalgic setting such as the one you have planned.
While there's no way to pre-arrange your plan, you can absolutely pull aside a Cast Member to discreetly ask if they can in any way assist in your engagement plan. Get creative with finding a quiet moment to speak with them. Maybe send your girlfriend to get a couple of churros while you pretend to use the restroom. There's no guarantee they can arrange a private boat, but they might have something up their sleeve to make the moment extra special. They're always happy to help in any way they can. And who knows, other happy Guests in the boat providing a little audience might not be the worst outcome.
There are some other ways you might consider celebrating after your special moment. I'd certainly recommend
booking a delicious dining location. Blue Bayou Restaurant in New Orleans Square sets the mood, with boats drifting by under a perpetually twilight sky; or, if you have a Park Hopper ticket, you can try the iconic elegance of Carthay Circle Restaurant on Buena Vista Street in Disney California Adventure Park. My favorite elevated dining experience is over in Disney's Grand California Hotel & Spa: Napa Rose. The food is as beautiful as it is delicious. While you're visiting the gorgeous hotel, you could also book a relaxing appointment at
Tenaya Stone Spa.
But don't forget to capture your moment with some beautiful pictures!
