On behalf of everyone here at planDisney, I would like to thank you and your spouse for your service to our country! We appreciate the sacrifices that you and your family are making for all of us and I'll do my best to help you.
I was able to speak with a Cast Member at
Disneyland Ticket Services for you. There are currently two deals available to Military families purchasing tickets on base: the regular Military Discounted Tickets and the Special Disney
Military Promotional Park Hopper Tickets. As stated, there is a restriction of six tickets of the latter per year per family. For the Promotional Park Hopper Ticket, the Eligible Service Member would have to be present to activate the ticket on the day of your visit. However, they would not need to be present for the regularly discounted Military tickets, so you could purchase one regular ticket for the remaining family member.
I would also recommend working with your local base ticket office to see if an
exception can be made to the rule. In the past, they have been made for "immediate families larger than six people", but I do not currently see such language in the fine print of the current offer.

Mickey's Toontown will have just re-opened and will feature an all-new attraction,
Mickey & Minnie's Runaway Railway, that is sure to delight both young and old! My family and I were able to experience this attraction in Walt Disney World and it is so much fun! In addition, the Disneyland Resort will be hosting the
Disney100 Celebration all year. Finally, be sure to attend the Flag Retreat Ceremony held at sunset in Town Square honoring active and retired members of the Armed Forces.
