In order to use the
Anaheim Resident Ticket Offer, the Important Details section near the bottom of the promotion page says that the offer is "valid only for Anaheim residents within ZIP codes 92801 through 92809, 92812, 92814 through 92817, 92825, 92850 and 92899; proof of eligible residency, including valid government-issued photo ID, is required for purchase and admission."
Therefore, proof of residency within those ZIP codes is required both upon purchase of the tickets and then again on admission into the parks. If whoever is using the tickets is not a resident of those ZIP codes then they would be ineligible to use them.
However, if you are not a resident of those ZIP codes - Hakuna Matata! The tickets will just need to be upgraded to an eligible version by
calling a Cast Member at the Tickets line. You could opt for
standard theme park tickets, or there is a really great
3-Day Disneyland Ticket Offer that you could upgrade to instead! Keep in mind that the 3-Day Disneyland Ticket Offer is valid for visits through September 26.
