It sounds like your mom purchased a
date-based ticket that does not require theme park reservations. This is great news because it simplifies her planning process, however, I can understand your concern. Capacity-related closures at Walt Disney World Resort are rare, but phased entry restrictions typically apply in these instances with priority given to guests staying at Disney Resorts Collection hotels. While dining or theme park reservations don’t guarantee entry in the event of these high-level closures, early December is typically a more manageable time so I'm hopeful you won't experience any trouble.
I visited Magic Kingdom Park on Christmas Day a few years ago and remember receiving a push notification on my phone when guests were temporarily unable to enter the park. The restriction was lifted a bit later in the day as some guests made their way out and things continued, business as usual.
EPCOT has a larger footprint than Magic Kingdom Park, and to my knowledge has only experienced capacity-related closures closer to the countdown on New Year's Eve. I'm keeping my fingers crossed that you won't have to worry!
It's always helpful to be prepared, so I'd recommend entering EPCOT early in the day to make the most of your visit. From

Candlelight Processional Dining Package reservation and plan to arrive early for showtime. These dining packages include guaranteed seating for the Processional, but the closer you are to the front of the line, the closer your seat will be to the orchestra, choir and celebrity narrator. The Candlelight Processional ranks high on my bucket list, and I just know that you will all be impressed by this moving retelling of the Christmas story!
