Oswald's will be your best bet for finding any merch repping this lovable character. I'm so sorry that there hasn't been any merchandise available the last few times that you've visited. Restocking is not on any particular schedule and can change at any time, so I recommend continuing to check during your visits as you have been.
As an alternative, you can find a few Oswald-themed items at
Disney Store online. In fact, there's a cute little plush available right now. Another idea is to check for Oswald themed pins around the stores at the resort with larger pin selections, like
Julius Katz & Sons on Buena Vista Street,
Westward Ho Trading Company in Disneyland Park, or Disney's Pin Traders in Downtown Disney District. I also recommend asking a Cast Member to see if they've seen any merchandise around that you've been looking for. I often do this and find it super helpful.
