It is never too cold to visit the Walt Disney World theme parks!The temperature in January in Orlando can obviously vary, but the historical average high is 71 degrees, and the average low is about 50. This past January (2023), the average high for the month clocked in at a comfy 75 degrees, with an average low of 53 degrees. But as you can imagine, the temperatures got warmer as the month went on, with the last three days of the month coming in at 83-, 85-, and 84-degree highs, respectively. Those are all above the average monthly high temperatures for July in Madison, WI, so I think you should be good.
You would want to have a wrap or light jacket for the evenings just in case, but there is still a good chance of having shorts weather for some or all your days in the parks.

Disney Resort Hotels heat their resort pools year-round to around 82 degrees (about 28 degrees Celsius). While they certainly do not reach hot tub temperatures, the added warmth usually is enough to take the chill out of the water, even on a cold day. We have only had one day ever at Walt Disney World where it was too cold for us to swim. And that was just one day out of an entire week.
BOTTOM LINEIt is most certainly warm enough to visit the Walt Disney World theme parks in January, though of course you will want to check right before you travel to see what the forecast might have in store for you so that you can pack accordingly. Regardless, make sure you pack light jackets or sweaters for evenings out, and swimsuits for afternoons at the pool. The odds are in your favor that the water will be warm enough for an afternoon dip!
