I chatted with a Cast Member from Batuu about spectator age limits at
Savi's Workshop, and she said five is the recommended minimum. However, if you bring another older guest, the two-year-old might be able to come as a bonus. Your spectator will supervise your daughter during the build since only you can interact with the Gatherer.
Space is limited in the workshop, so strollers are typically left outside. The process takes about half an hour, and your spectator will be behind you during the experience. Most guests who desire to create a Force weapon will want to concentrate and focus, so minimizing distractions is encouraged.
I wish I had a concrete answer for you, but the final decision regarding this experience is always at the Cast Member's discretion. They might ask your daughter and other guest to wait for you outside the workshop, so I recommend having alternate plans ready.
