I'm happy to report that you are absolutely still welcome to visit
Magic Kingdom on July 13 to watch the fireworks.
You are correct that there is currently a
Disney After Hours event scheduled for that evening, which means Magic Kingdom will close earlier than usual for regular day Guests. However,
Happily Ever After will still take place before the park closes to Guests without an event ticket, so you will still be able to enjoy the nighttime spectacular using a regular theme park ticket.
Right now, the park is scheduled to close at 10 p.m. for day Guests on that date, so Happily Ever After will most likely happen sometime before that, possibly around 9 p.m., though exact showtimes can still change.
My biggest recommendation is to check the My Disney Experience app again about a week before your trip. That's usually when entertainment schedules become much more accurate and finalized, and you'll be able to see the exact fireworks time for your arrival day.
The only important thing to keep in mind is that if you do not have a ticket for the Disney After Hours event happening that night, you will need to leave the park once regular operating hours end. Cast Members typically begin guiding day Guests toward the exit shortly after park closing.
Honestly though, I think going to Magic Kingdom on your arrival day just for fireworks sounds incredibly magical. There is something so special about ending your first Disney evening standing in front of Cinderella Castle watching Happily Ever After.
