Florida resident ticket offers are only available for use by guests residing in Florida with valid proof of residency. Though your sister can certainly add you to her Family & Friends list to coordinate plans for an upcoming visit, each guest will need to show proof of residency to validate any resident tickets purchased. She would not be able to purchase tickets for (or reassign tickets to) non-residents as those guests will also need to show a valid Florida driver's license or government-issued ID to enter the parks.
I know this is likely not the answer you hoped for, but there is still plenty of magic and excitement awaiting you in Florida. Your sister can still purchase standard theme park tickets for you to enjoy the fun across Magic Kingdom Park, Disney's Animal Kingdom Theme Park, Disney's Hollywood Studios and EPCOT. You can opt for a multi-day ticket to experience each park one day at a time or upgrade to Park Hopper Options tickets if you'd like to visit multiple parks on the same day, subject to capacity.
Your travel dates put you near the start of
EPCOT International Flower & Garden Festival, which kicks off on February 28 and is always a feast for the senses. From butterfly gardens to beautifully themed character topiaries and a bountiful assortment of snacks, you're sure to enjoy!
