    Why don't the WDW resorts don't offer discounts from April 16-27? I have looked everywhere, but this time frame is excluded from any of the specials or discounts I have found.

    Hi, Amanda!  The Walt Disney World Resort is so well-attended during that time of the year that it doesn't need to offer promotions to draw people into the parks.  Promotions and specials are more prevalent during times of the year when attendance is historically lower.
