Yes, Disney has been ramping up their water bottle filling station game in all the parks! We were just there last week and, as with every recent trip, we seem to find a new filling station as we travel around. The park maps do not currently reflect these locations, so you will want to ask a cast member where to find the nearest accessible fountain. The resort hotels also are adding these as well, though I have not seen one in every resort, so I cannot promise anything. During our stay at
Disney's Contemporary Resort I found one just steps away from the front desk. Also, staff at a resort's counter service restaurant can always help you out. By the way, the water is filtered, so that is a plus.
Of the ones I know to date, here are a few located in each of the parks.
Magic Kingdom Park: Inside Cosmic Ray's Starlight Café
EPCOT: In the Odyssey Center, as well as a new one by the restrooms as you enter the World Showcase on the Canada pavilion side of the lagoon
Disney's Hollywood Studios: In Star Wars: Galaxy's Edge, near the restrooms, and in front of Slinky Dog Dash
Disney's Animal Kingdom Theme Park: In front of Expedition Everest, and by the Na'vi River Journey
As to your question about restrictions, I don't know of any
park rules that might apply, except that you cannot have a glass bottle.
BONUS TIP #1The old solution before there were water filling stations was to ask a counter service restaurant for a glass of ice water, which they would gladly provide free of charge. This is still available, and they are glad to assist.
BONUS TIP #2Many of the counter service restaurants will have a fountain station. While you should not just grab a free soda while you are there, you could get some ice for your water bottle, just to keep your drink cold for those hot Orlando days!
