    I am wanting to start paying on my next WDW vacation. If the dinning plan is offered for the days free will WDW give me a refund for the amount that I spent on it if I have it paid off by then? Or am I better to not include it at this point and wait to see

    Hi, Teresa!  You can add the dining plan up to two days prior to your arrival, so if you think at some point you may be eligible to rebook your reservation with a free dining promotion, it might be better to hold off on adding it right away. 

    You can do a Google search on historic dates of the free dining promotion, and see if the dates you are interested in have ever been included in the promotion.  That might give you a more educated guess as to whether or not free dining might be offered.
