I am wanting to pre-order the photo CD but I am worried I may not get enough pictures taken to make it worth it. Do the photographers stop you or do you go to them??

The photographers don't really stop you. They are stationed in various areas throughout the parks. For example, during the morning hours, there will be half a dozen PhotoPass photographers standing on Main Street in the Magic Kingdom. They're not going to wave you down and ask you if you want your picture taken. They might possibly ask you politely if you want a photo, but they're not very aggressive. But really all you have to do is ask them to take you picture and they're happy to do it.  It just takes a second and they're friendly and professional.

There are also photographers stationed at many of the regularly scheduled character greeting spots. For example, the Toontown Hall of Fame. Here, you'll just walk up to the character for a hug and the photographer will automatically take you picture (unless you ask him not to) and hand you a PhotoPass card.

If you do the math, the prepurchased Photo CD pays out if you want to buy more than about ten Disney photos. I have always found it very easy to amass many more pictures than that.
