Can you visit a Disney Water Park and a Disney Theme Park on the same day without a park hopper pass

Yes! Water park visits are unrelated to theme park visits. With a base ticket with the Water Park Fun & More add-on (or with a single-day water park ticket), you would be welcome to go to both a theme park and a water park on the same day, with no Park Hopper necessary.
