How do we upgrade our basic tickets to non-expiring tickets? Can we do this at our resort or our 1st day at the park? We are going to WDW in the next 2 weeks and are afraid that we might lose out on our days with 3 tropical storms in the Atlantic.

You can add the no-expire option to your tickets at any time during your trip. You could do this either at the guest relations or lobby concierge desk at your hotel or at any ticket window at the theme parks. You will just be charged the difference between the regular ticket price and the no-expire ticket price.

I'll keep my fingers crossed for you that the storms stay away from WDW.
