Unfortunately,
My Disney Experience accounts are permanently deleted 14 days after a cancelation request, but guests can reactivate their accounts any time before that deadline. If she is past that 14-day window by now, your mom can create a new account. However, if she has any entitlements associated with her original account, such as
theme park tickets,
Disney Park Pass Reservations, or
MagicBands, they will not automatically transfer over to a new account. I recommend calling the Internet Help Desk, which operates daily from 7 AM- 11 PM EST, and a Cast Member will be happy to help. Pack your patience, and be prepared to wait, as call volume can be high, especially by the middle of the day. The number is (407) 939-4357, but you can also try (407) 939- 7765; I usually dial both on two different phones and put them on speakerphone as I multitask.
