I was told by a previous WDW visitor that you are not permitted to dress like the Disney characters at Mickey's Not-so-scary Halloween party. Is that true? Also if we are in the park already, will we have to leave and then re-enter with our party tickets

There are no restrictions that I have ever seen on children wearing costumes at Disney World. Every day at the parks you will see dozens of little princesses, pirates, and Buzz Lightyears roaming around.

Adults are another story. Many adults do get dressed in very elaborate costumes for Mickey's Not So Scary Halloween Party. The general rule of thumb for adult costumes at WDW is that you can't wear anything that would get you mistaken for a regular character in the park. So, for example, a woman could wear a blue ball gown costume. But if she then put up her blonde hair in a bun and decorated it with a tiara, that would be a no-no. Other guests might confuse her with the "real" Cinderella. Also, costumes could not include anything potentially offensive.

Guests with tickets for MNSSHP who are at the Magic Kingdom early in day do not need to leave and re-enter the park. There will be several wristband distribution stations scattered throughout the park. You'll just need to show your Party ticket there and you will be given a Party wristband.
