We have a teen - 17, and a tot - 4. staying at All star Music resort. We will be up and out an early with our ltitle one for parks. Our teen daughter- will balk at getting up early and want to join us later.can she take the bus to parks and meet us??

Absolutely your teenager can catch a few extra hours of sleep while you guys take the little one out bright and early.  Simply let your teenager know where the closest bus stop is to your building at the resort.  Buses to all theme parks, (water parks and even Downtown Disney) will stop at that bus stop and she can catch up with the rest of you guys at any point.
And who knows, the magic of Disney may get the best of her and she may be up before the youngest member of the family!
Thanks for the great question and have a wonderful WDW vacation.
