Jeffrey, in my experience, a dining reservation is required to park at a
Disney Resorts Collection hotel when you're not an overnight Guest there. The website for
Disney's BoardWalk states: "Due to limited parking availability at Disney's BoardWalk Inn, we highly recommend that all Disney Resort hotel Guests take advantage of our
complimentary transportation options." When you arrive by vehicle, the only parking option might be Valet, and that's also subject to availability. I agree with the wording on the website here - it's best to rely on Disney transportation.
From Port Orleans, you can take a bus to
Disney's Hollywood Studios, then take the scenic walking path to the BoardWalk area or board the Disney Skyliner, which will drop you off near the International Gateway entrance of EPCOT, just steps from the BoardWalk. If you're hoping for something more direct, use a ride-share service like a
Minnie Van.
