I am a big fan of
Disney's Pop Century Resort. In fact, I am headed for a stay there in just a few days!
You are correct in knowing that the refrigerators in Pop Century do not have a freezer. So what can you do? I just called the resort this morning for you, and when I asked if they could freeze the gel packs for you, they said that the resort's Bell Services desk had a freezer on site and could assist when requested. I have had a few times at Disney resorts where such assistance was willingly provided, which can be a great help! I even had a microwave installed in our room once for a medical need. But of course that is heating, not freezing!

BONUS TIP #2If your morning coffee boost needs to come sooner than when you arrive at EPCOT or Disney's Hollywood Studios, there is a Joffrey's Coffee & Tea Company kiosk that is a free-standing booth located by the Caribbean Beach Disney Skyliner station. You can enjoy a drink on your travels and arrive charged and ready to go!
