    Hello! I am staying at POFQ later this year and have included the Deluxe DDP to my booking. If there is an offer for free dining during my stay can I change my booking to include this offer? And can I pay the balance to upgrade to the deluxe dining plan?

    Yes and yes! If a better offer comes out later, you are welcome to call and change your package. And if free dining is offered and you'd like to upgrade your basic dining to deluxe, you can certainly do that as well. As you said, you will just be required to pay the difference in order to upgrade.
