    We will be staying at an off-site hotel, using the hotel's shuttle to get to the parks in the morning and back at night. Once on Disney property, are we allowed to use Disney buses to transfer parks or go to Downtown Disney or water parks?

    Yes, absolutely. Anyone is welcome to use the Disney transportation system to get around the World. You can feel free to use the buses, boats and monorails as much as you want to travel between the WDW parks, resorts, water parks, and Downtown Disney.
