We are staying at the CBR in Sept. and I was wondering if they allow floaties and swim rings for small children?

Hi, Andrew! Yes, small pool toys, dive sticks, arm floaties, swim rings, and noodles are allowed in Walt Disney World Resort pools.  They even sell some of these items in the resort gift shops.  Resort pools also provide life jackets free of charge. However, it is important to note that larger items such as lounge floats and rafts are not allowed.  Happy planning and have a Magical vacation!
