The Disneyland Resort did reopen its gates to out-of-state residents beginning June 15th, and you're exactly right that the state of California is strongly recommending that Guests visiting are either fully vaccinated or have received a negative COVID-19 test. No proof of vaccination or a negative test is required to enter the theme parks, though, so you won't need to worry about bringing your vaccination card or test results with you. At this point, Guests are asked to attest that they're aware of the current recommendations and the requirement that unvaccinated Guests wear face coverings indoors except when dining.
