Can we make reservations for character dining or any other restaurant if we are not staying at a WDW resort?

Hi, Angel! Guests do NOT have to stay on-site to make dining reservations.  All meals, including character dining, are open to anyone.  I suggest you make your Advance Dining Reservations as soon as you can (up to 180 days prior to your arrival date).  As you get closer to your travel time, there will be fewer and fewer open spots.  You can make your reservations online on the Where to Eat page, or by calling (407) WDW-DINE or (407) 939-3463.  Happy planning and have a Magical vacation!
