I am sorry you were on a significant hold when calling and had no resolution. Cast Members are currently experiencing a record amount of call volume and doing their best to help Guests. Between now and the time of your arrival I would continue to attempt to call. Phone lines open at 7:00 a.m. and as we know the early bird gets the worm especially on weekday mornings.
Considering your requests and because more than likely you will be seated at a four-top table, I do feel confident some pixie dust will be sprinkled your way. I can think of many occasions I was in a similar scenario. If I was staying at a Disney Resorts Collection hotel, I spoke with Guest Relations and asked for assistance in changing my reservation Guest number. But I have also, arrived early to my reservation and explained my request and kindly asked if they could accommodate. Truthfully, I can’t think of a time they could not, keeping in mind, like you, I was asking to change from 3 to 4 Guests, which was a minor change.
