You can absolutely rent an
ECV (Electric Conveyance Vehicle) at
EPCOT, either at the main entrance near Spaceship Earth or at the International Gateway near the U.K. and France pavilions. Rentals are first-come, first-served, and they can go quickly during busy times, so I always recommend arriving early if you’re hoping to rent one from the park.
Disney’s ECVs do need to stay inside the park where they were rented, so unfortunately, you wouldn’t be able to leave it by the exit and head to the
BoardWalk for dinner. It would need to be returned before exiting EPCOT, and there’s no way to reserve or hold it while you’re away, as another guest might be assigned your unit in the meantime.
That said, if you’re planning to return to EPCOT later that same day, you can show your receipt at the rental location and pick up another ECV without paying the rental fee again. Just know that it’s all based on availability, and those evening hours can be especially busy, so there’s a chance one might not be available when you return.
If flexibility is important for your plans, you might want to consider renting an ECV from a third-party vendor like ScooterBug (Disney’s featured provider). These companies allow you to keep the ECV for the duration of your stay, including at your resort, around the BoardWalk, and between the parks. ScooterBug even offers delivery and pickup right at your Disney Resort hotel, and you don’t need to be there in person when they drop it off. It’s a really convenient option, especially when your plans take you beyond the park gates.
The BoardWalk is just a short stroll or boat ride from EPCOT’s International Gateway, and it’s a lovely place to enjoy dinner! Two of my family’s favorite spots are

Trattoria al Forno for delicious Italian dishes.
