I have a question regarding park hopper and restaurants. If you do not choose to purchase the park hopper can you dine at a restaurant in a park other than the one you choose to enter that day?? Also, is the park hopper price per day or a one time fee??

The addition of the Park Hopper feature to your Base Tickets is a one time fee. Prices can change, but according to the 2008 Birnbaum Official Guide to WDW, the Park Hopper add-on price is $45. This is true whether you're adding this feature to a 1-day ticket or a 10-day ticket. If you do the math, you'll see that if you're staying for a long visit to WDW, the daily incremental cost of adding the Hopper feature is minimal. For example, if you have a 10-day ticket and you buy the Park Hopper feature, you're only adding $4.50 to the daily cost of your ticket, but you're exponentially increasing the flexibility you'll have during your vacation.

In answer to your first question ... ANY time you want to enter a theme park, you're going to need a ticket. Even if you want to just go to a restaurant for an hour to eat, you're still going to need a ticket. As you can see, this is another great reason to add the Park Hopper feature.

I almost can't imagine a Disney vacation without having the ability to park hop.
