I see from all the Q&A that both September and October are good times to visit WDW. September rates are part of the value season and October is the regular season. Does this mean the crowds are heavier in October?

The crowds probably are slightly worse in October than September, but the weather is slightly better in October than September. So, which of these months to go in depends a bit on what your priorities are. I'd feel quite comfortable in saying that October crowds would be manageable. These are, as you said, both great months to visit WDW.
