I am planning a trip in Sept with the free dining plan. I have girls 2 & 4. On the Disney Dining Plan pdf it indicates Guests 3-9 also get an appetizer in addition to entree and dessert for Lunch/Dinner meals (Table Service). Am I reading that right

Yes, that is correct. Children (meaning guests ages 3-9) do get an appetizer on the Disney Dining Plan at table service meals. Usually this is something small that will tide them over and keep them busy for a few minutes while they're waiting for their main meal to arrive. You can read more about the appetizer situation on the Disney Dining Plan HERE and HERE.

Enjoy your stay at Walt Disney World.
