I am planning a trip in October around the 28th of October and leaving November 2, 2010. When is it decorated for Christmas.

While specific plans for 2010 have not yet been announced, typically the Christmas decorations are hung at WDW in mid-November.

My educated guess is that there is VERY little chance that you will find Christmas decorations during the time period you mention. Disney celebrates Halloween in a large fashion and during the latter part of October and the first day or two of November you will still find the Halloween festivities going on.
