planning on taking my 7 yr granddaughter in October, her birthday month, but when exactly starts the halloween celebrations?

Hello Mary!  Your granddaughter is going to love visiting Walt Disney World during her birthday month! I think October is a great time to visit the "Happiest Place on Earth!" Typically, Mickey's Not-So-Scary Halloween Party is held on select nights during September and October. Last year, the first Mickey's Not-So-Scary Halloween Party was held on September 13, 2011. The 2012 dates have not been released at this time, so check back at the website I linked above periodically. I have personally attended this very popular special event before and it is a real "treat!" There is nothing better than trick-or-treating around Magic Kingdom in your favorite Halloween costume, while enjoying all the special entertainment and festive decorations! Thanks for visiting the Moms Panel! Please let us know if we can answer any other questions for you!  We are always here to help!  I hope you have a "Spooktacular" and very Magical Walt Disney World vacation!
