Welcome to the Disney Parks Moms Panel! To my knowledge, there isn’t a specific ruling either way on such lanyards. This will probably be one of those situations where your mileage will vary, and it may depend on the individual Disney Security Guard at the time. Per the
Walt Disney World Resort Property Rules, any bag is subject to search at any time, so I would be prepared either way. You may even get two different rulings on different days or at different theme parks. If it is a clear lanyard, and your phone is easily visible, I would think you may be able to skip bag check. If the pouch is opaque, and they cannot see the contents, I would plan on going through the bag check line.
As a mom of four kiddos, I haven’t yet figured out how to do a day at the parks completely bag free, so I am a bag check expert. In my experience, Disney is very efficient at the process, and I rarely wait more than 3 to 4 minutes to get through the line. For a few minutes of waiting, the extra measure of safety is easily worth it for my family.
