Can you pay for snacks and small items from street vendors (i.e. balloon) on the Key to the World Card? I was wondering if we should also bring cash to the park or if the card would take care of it all.

Many, but not all, of the snack and street vendors in the parks can take the Key to the World Card as payment. I was recently at WDW and used my key to pay for popcorn and sodas at street carts. There are some vendors; however, that only take cash. Some of the smaller ice cream carts can only take cash. Also some balloon vendors can only take cash. When I go to the parks I usually bring $20 to $40 in cash along with the my charging card, just in case I run into a situation where real money might be the only form of payment accepted.
