Does the Park Hopper time (2pm) apply to WaterParks too? For example; Can I start at a WaterPark and go to a ThemePark before 2pm, or start at a ThemePark and going to a WaterPark before 2pm?

Hi Luke!  I am so glad you have found us here at planDisney to assist you with your upcoming Walt Disney World Resort vacation.

Tickets with the Park Hopper Option allow Guests to visit more than one theme park on the same day.  This includes Magic Kingdom Park, EPCOT, Disney's Hollywood Studios, and Disney's Animal Kingdom Theme Park.  Currently, park-hopping hours begin at 2:00 pm.  Guests must make a Disney Park Pass reservation for the FIRST theme park they plan to visit that day.  The reservation is good for entry all day, no matter what time you choose to arrive.  No reservations are necessary to "hop" to another theme park.

Disney Park Pass reservations are not necessary to visit Disney Water Parks, and park hopper hours do not apply.  You are welcome to begin your day at a theme park and then visit a water park at whatever time you wish.  You may then return to the same theme park at any time, or a different park after 2:00 pm.  Water park admission is available with some multi-day tickets or can be purchased separately.

If you'd rather begin your day at a water park, you may arrive anytime during operating hours and then visit whichever theme park you hold a Disney Park Pass reservation for with no time restriction.

I hope that helps!  Luke, if you have any additional questions as you plan your visit, please stop by planDisney again.  We are always happy to help.
