I called Disney Dining just now to verify my information for you and the cast member I spoke with confirmed that guests are more than welcome to order just appetizers or dessert at table-service restaurants with an A la Carte menu. Rest assured, that you can experience both Coral Reef Restaurant and Akershus Royal Banquet Hall when you visit Epcot. Guests are not able to order just appetizers or dessert items when dining at all-you-care to eat dining locations. I hope this information helps!
