Welcome to planDisney! I’m sorry you’ve been struggling to make dining reservations at the
Disneyland Resort. I just went through the same frustration for this same week. Since you submitted your question, reservations for that time frame have opened, and I am hopeful you were able to make some reservations. I was able to snag a few, but the reservations finally opened later in the evening a few nights ago, and since I am on Eastern Time, I was already asleep and missed it. My first choices were sadly gone by the time I woke up the next day. Hopefully you had better luck than me.

“up to” 60 days in advance. When I have visited Disneyland in the past, right at the 60-day mark, I was able to make dining reservations. There is also not a exact time of day that the reservations are released into the system. It may be at midnight, or several hours later, or even in the middle of the day. However, this holiday season those reservations did not open at 60 days, or 59, or 58. Since the official statement is that dining reservations open
"up to" 60 days and not on 60 days, we just had to wait. I’m sure there were reasons, but no official statement was put out by Disney as technically they weren't late, just later than we wanted them to be.
At this point, I hope you were able to book the reservation you were hoping for. If like me, you missed out on your first choices, I do recommend you check back regularly. Other Guests can and do cancel, especially in the days leading up to your visit. I’m still hopeful I may snag a table at Blue Bayou between now and Thanksgiving weekend! I sometimes use a website called MouseDining, where you can sign up for a free email alert if the reservation you are looking for hits the system. You can then go and try to make the reservation yourself if it is still available. It hasn't always worked for me, but it has helped me on several occasions. You may want to check it out.
