I noticed that some nights of Mickey's Not So Scary Halloween Party offer discount pricing and others do not. Why is that?

There is no difference in the Halloween Party experience on the premium vs. non-premium nights. The pricing structure simply has to do with the popularity of the Party on certain evenings. The parties that are held on October 31 and some of the weekend nights are more popular and often sell out, whereas some of the parties held during the week in September are less well attended. My understanding is that the lower pricing on those nights is a means of attracting guests (and local Orlando area residents) to attend the party at that time.
