If your not staying on site but have a park hopper pass can you still go to the extra magic hours?

No. Extra Magic Hours are only for guests staying at WDW resort hotels. During morning Extra Magic Hours you will be asked to show a Disney room key to enter the park and during evening EMH you will be asked to show a Disney room key to go on any of the rides.

Extra Magic Hours are just one of the many benefits of staying on WDW property.
