If I am not staying at a Disney Resort can I still use the Disney bus from park to park in order to use my Park Hopper Ticket?

Absolutely! Any guest at the WDW theme parks (whether staying on site or off) can use all forms of Disney transportation to travel between the parks, as well as to the water parks, Downtown Disney, and the hotels. (Even if you're not staying at a Disney hotel, you might want to dine in one of them.)

FYI -- If you're traveling between the theme parks, buses may not be your best mode of transportation. To get between Epcot from the Magic Kingdom, you'll want to take the monorail. To travel between Epcot and Disney's Hollywood Studios (formerly Disney-MGM Studios), your best bet is a boat.
