WIth the new online reservations available, I have to ask, when it asks you to enter the number of children do you include a 2 year old who does not have a dining plan and is sharing a meal or is it asking for seating numbers for your family?

You should include your two year old when you're making your reservations. They are looking for the information they'll need to figure out what size table to put you at. Your two year old will need space at the table, so you should include him or her in your head count.

Enjoy your stay at Walt Disney World.
