I see you are seeking to meet Darth Vader. Are you a part of the dark side? Currently, I do think
Disney Visa cardholders have a chance to see Darth Vader at the photo opportunity experience at Star Wars Launch Bay in Tomorrowland. I have not seen him out and about in the parks. My suggestion is to head to the
Disneyland app once you are in the parks and head to the map. At the top of the map, you will see the drop-down menu and you can switch it from "Attractions" to "Characters". This will show you the current characters available in the parks. You should be able to find Cast Members near the Star Wars Launch Bay entrance whom you can ask for confirmation about meeting Darth Vader as well.
You will find other members of the dark side in
Star Wars Galaxy's Edge roaming throughout Batuu, like Kylo Ren and plenty of Storm Troopers. Be sure to be aware of your surroundings when you go grab a blue milk. The troopers are always looking to question someone or confiscate a data pad.
