The answer to your question is yes, and no!Yes, you would need to purchase a
theme park ticket for a 5-year old, but not for a 1-year old. The cut off age is 3 for things like park tickets and select meals.
BONUS TIPOne thing we simply loved when we visited Walt Disney World when the girls were younger is that for certain meals, we did not have to pay for them. Specifically at buffets, like
Chef Mickey's, you not only don't have to pay for your 1-year old, but you are encouraged to let them eat from what you get for yourself from the buffet line. Disney understands that your 1-year-old is not going to make a dent in their buffet line, and they get that for families it would be out of the question to purchase a full meal for a little one who may barely eat a few nibbles. I can tell you that my budget appreciates that kind of policy!
