I am excited to hear that you will be visiting the Walt Disney World Resort this fall. There is so much going on right now, it is an exciting time! Thank you for your question on dining in Magic Kingdom. Let's go over your options.
With table service dining around the time of the Halloween party, this would depend on the time of your reservations. In most cases, during
Mickey's Not-So-Scarry Halloween Party, you may be able to make a dining reservation past 7:00 PM, when the party officially starts, however, you will not be allowed in the parks without a ticket. Typically the parks will close at 6:00 PM on those nights and Cast Members will be patrolling the parks informing Guests of the park closure. If your reservation was at 5:45 PM, there would be a chance you would finish your meal around the time the party starts, however, you will be asked to leave the park promptly after.
All Halloween-exclusive offerings available during the party will only be available for Guests attending the party. Since your dining reservation will be before the party starts, you most likely will not have the ability to experience the Halloween menu available during the party.
One thing you can do to get in the Halloween spirit is to do a little resort hopping. The
Walt Disney World Monorail can take you to all three of the Magic Kingdom resorts on the loop so you can experience Halloween treats available at each. Check out

Disney's Polynesian Village Resort which is my favorite place to watch them when not in the parks. The music is piped in and paired with a tasty treat, this is a great way to spend an evening!
