On the meal plans, can a 9 year old eat from the adult menu or would he have to order from the kids menu.

Guests age 3-9 are considered children on the Disney Dining Plan. This means that they would have to order from the children's menu whenever there is one. You would always be welcome to supplement your 9-year-old's food by purchasing additional items, but his Dining Plan credits would only cover kid's meals. If you have a big eater child who mostly wants adult food, then the Dining Plan might not be the best option for your family.
