    We may plan a trip at the end of March (Spring Break) but there are no discounts offered. Would this be an indication that this particular week will be one of the busiest during Spring Break?

    Welcome to the Moms Panel, Julene!  How exciting you are considering a trip to the "Happiest Place on Earth!"  I have found that discounts are often unavailable during Peak Season at the Walt Disney World Resort. Easter falls on March 31, 2013 which is a very popular time of year for many guests to visit as is Spring Break.  Although it can be quite difficult to predict crowd levels with 100% certainty, the unofficial website allears.net features a Historic Attendance Levels Chart which categorizes mid March through late April as "highest attendance" due to Spring Break holidays.
