Hi, Stephanie! Your Disney Dining Plan entitlements do not expire until midnight on the checkout date of the package reservation. So, you will be able to use them on your last day. You can have breakfast, lunch, dinner, and/or snacks on your last day as long as you have the entitlement credits left on your Disney Dining Plan.

You will have to utilize a theme park ticket to enter the Magic Kingdom to dine at Cinderella's Royal Table. It is located in the hub of Magic Kingdom, so there is no way to access it without entering the park.
