I made reservations 6 months ago for dinner when extra magic hours had not yet been announced. My question is - If we were to go to MK and get a wristband - then hop over to MGM for Dinner at 7:00PM - will they allow us back into MK after dinner?

Yes, absolutely. You don't even need to get the wristband in advance.

Let's say the Extra Magic Hours are from 8:00 to 11:00 p.m. You could still go to the park at 10:00 p.m. just to spend an hour there. When you got to the park entrance turnstile, they would simply ask you to show your Key to the World Card to prove that you are a Disney resort guest. Once you've done this, they will give you a wristband and let you into the park.
