I love your name! In October, the weather could still be in the 80's but you will not have any of the humidity that Florida is famous for! This is why October at the Walt Disney World Resort is so wonderful!
I would probably not take the Water Park option for October (I would definitely consider it more in the summer months). I love the Disney pools and the themeing is always so fun! I have not been to Pop Century but the other pools have never disappointed me!
I think Disney has enough to offer a family at that time of the year on the Magic Your Way ticket. October all has the International Food and Wine Festival in Epcot which is a truly unique experience.
My suggestion is to by the base ticket, and if the days are so hot, you can always purchase a one day ticket to either
Blizzard Beach or
Typhoon Lagoon. This would save you some money.
Buses could take an hour. I would not have believed it until this summer but that is more the exception than the norm at least in my experience. Buses leave every 20 minutes, and it is a 10-15 ride the water parks.
