A WDW vacation is filled with A LOT of walking. As far as shoes go, I would plan to wear my most comfortable pair for park touring. For most people, this means sneakers. When we travel to WDW, I generally bring three pairs of shoes each for myself and my daughters: sneakers for the parks, flip-flops or Crocs for the pool area, and a dressy pair of sandals or flats for dining out in the evening.
In mid-February, the average high is in the low 70s and the average low is in the low 50s. Bear in mind that these are averages and that any given year might be quite different. I have been at WDW during five of the last six Februaries. We have experienced everything from sweltering high 80s to frigid icy 30s during these trips. In general, for February travel, I would bring one or two pairs of shorts in case you get a heat wave, but mostly I would bring capri-length pants or jeans for park touring. The key to dressing on top is really layers. Short-sleeve t-shirt, long-sleeve t-shirt, and then sweater or jacket. You can just remove layers as the day progresses from the cool morning to the warmer afternoon.
